Open Education Resources(OER), Open Source, and Open Access are terms used for content that creators have chosen to license with less restrictive copyright licenses. The content is shared at no cost, as opposed to the traditional "all rights reserved" approach to copyright ownership, where the creator reserves all their copyrights, selling their work and requiring permission to copy or use outside of the purchasing model.
Credit the creator! Open doesn't mean no attribution. Attribution and and agreeing to share the content forward is usually a requirement for use of OER materials.
